The Layer

Strategic Knowledge Infrastructure is the organizing architecture of the platform rather than a single component. It positions verification between the environments where knowledge is created and the environments where it is used.

Its purpose is to make three properties true of an institution's knowledge estate: that the origin and transformation of an asset can be reconstructed, that governance decisions about that asset are enforced rather than advisory, and that the evidence supporting both can be verified independently.

Composition

The layer is assembled from mechanisms that each address one failure mode: a provenance engine to record lineage, a deterministic governance engine to evaluate it reproducibly, a storage abstraction layer to make enforcement uniform across media, a cryptographic ledger to make the record tamper-evident, and retention enforcement to make preservation binding.

Because these are separable, the architecture can be adopted incrementally rather than as a replacement program.
