Most institutions do not have a knowledge repository; they have a knowledge estate distributed across systems, formats, custodians, and jurisdictions, accumulated over years and governed by conventions that were never written down.
Our research addresses how such an estate can be described, measured, and governed as a single system without first being consolidated into one, because consolidation is usually neither achievable nor advisable.
These three functions are typically owned by different teams and implemented in different tools, which is why they conflict. Governance restricts, discovery expands, and continuity duplicates.
Treating them as facets of one architecture resolves much of that tension: the same lineage that supports discovery supports governance decisions, and the same significance measures that drive retention drive recovery ordering.
For an estate-wide assessment to be trusted it must be reproducible. An evaluation that yields different results on different runs, or that depends on wall-clock time or network conditions, cannot support governance decisions with consequences.
We therefore study deterministic evaluation of the knowledge estate, where the same inputs produce the same assessment on every run and every machine, and where the reasoning behind each outcome is recorded.
